State Board votes 5-2 to move Toal's resolution to December voting agenda
Executive Committee Meeting - November 14, 2022
The State Board of Education Executive Committee met on November 14 to discuss seven resolutions and amendments addressing LGBTQ+ student rights and safety. Board Members Dr. Antoinette Miranda and Vice President Martha Manchester proposed affirming and protective resolutions, while Members Mike Toal and President Charlotte McGuire continued forcing the Board to consider resolutions that endorse child endangerment and targeted discrimination, harassment, and violence against LGBTQ+ students.
The committee voted 5-2 to move Member Toal's second resolution out of committee onto the Board's December voting agenda.

During the November 15 meeting, Member Dr. Jenny Kilgore requested an emergency consideration to vote on Toal's resolution that day. President Charlotte McGuire rejected her emergency consideration, stating the resolution will remain on the December agenda. Dr. Kilgore then called for a motion to overrule President McGuire's rejection of the emergency consideration. There was heated debate about what qualifies as an emergency and the Board process. The Board voted 9-10 NOT to overrule President McGuire's rejection. Member Toal's resolution remains on the December 13 voting agenda.

UPDATE: October 31 Executive Committee Meeting
State Board schedules new Executive Committee meeting on November 14 to discuss resolution
On Monday, October 31, the State Board of Education Executive Committee met to discuss the adoption of Member Brendan Shea's proposed resolution and Mike Toal's amendment. Members Michelle Newman, Tim Miller, and Martha Manchester spoke against the resolution citing the hate and discrimination embedded in the proposal, overt Republican campaign strategies, and the legal jeopardy imposed on the Board by the resolution. Supporters of the resolutions claimed the resolution protects parental rights and local control.
At the end of the meeting, State Board President Charlotte McGuire presented her own amendment to Shea's resolution, the Resolution to Advance Academic Excellence in K-12 Education in Safe School Environments Free from Social Identity Policies That May Infringe Upon The Unalienable Rights of Parents, Students, Educators, And District Administrators. President McGuire said her amendment was "to oppose and take appropriate policy action" to the proposed regulatory changes and to "protect and uphold student and parental rights, as well as local control of schools and districts."
After much debate over substance and process, members agreed further discussion was needed and called for another Executive Committee meeting to coordinate with the Board's next monthly Board meeting.

State Board votes 12-7 to move Shea's resolution to Executive Committee
During the monthly Board meeting, on Wednesday, October 12, the State Board of Education voted 12-7 to refer Member Brendan Shea's Resolution to Support Parents, Schools, and Districts in Rejecting Harmful, Coercive, and Burdensome Gender Identity Policies and Mike Toal's amendment to Executive Committee.
The move to committee removes the resolution from the voting agenda and affords members ample time to fully examine the illegal, discriminatory, and harmful aspects of the resolution. It also provides space to discuss and consider the eight hours of in-person testimony and scores of written testimony speaking out against the resolution.
Member Tim Miller made the motion to refer the resolution to Executive Committee, stating the Board must prioritize the safety and well-being of the students above all else . “I think we owe the people a more open discussion on this,” Miller said. “...These kids exist. And there’s been absolutely no discussion about what we can do for these kids. That bothers me more than anything else in this whole discussion.”

UPDATE: September 2022 State Board Meeting
- More than 100 Ohioans (!) submitted written and in-person public comments about the Resolution to Support Parents, Schools, and Districts in Rejecting Harmful, Coercive, and Burdensome Gender Identity Policies. Less than 10 supported the resolution.
- More than 60 people presented in-person comment. Due to the unexpected turnout, President Charlotte McGuire limited each person's remarks to 3 minutes and did not allow follow-up questions from Board members.
- During the New Business segment of the meeting, Board Member Brendan Shea introduced an amended version of the Resolution to Support Parents, Schools, and Districts in Rejecting Harmful, Coercive, and Burdensome Gender Identity Policies (amended version | original version). Shea stressed that "time is of the essence" to pass the resolution, sending a strong signal it will be used for campaigning in the 2022 midterms. Five SBOE districts are on the November ballot: Districts 2, 3, 4, 9, 10
