Senate Bill 79 addresses dropout prevention and recovery schools, which are a particular type of charter school that serve students who have dropped out or may be at high risk of dropping out of a different type of school

- Dropout prevention and recovery schools were the focus of a working group from the State Board of Education during 2019-2020; find the report that group created HERE
Senate Bill 79 would:
- Require dropout prevention and recovery schools to “administer examinations in an online format at any time of the year based on the needs of the student”
- The schools must still “adhere to security requirements… for online examinations” and otherwise maintain compliance with end-of-course exam standards
- Establish the “report cards” used by dropout prevention and recovery schools
- Require the State Board of Education to base its rules for dropout prevention and recovery schools on simulations created by the Department of Education
- Several other requirements related to developing the rating and report card systems that face other kinds of schools are eliminated for dropout prevention and recovery schools
- Establish a “dropout prevention and recovery advisory council” to aide in “communication and collaboration between the department and parties involved in the establishment and operation of dropout recovery community schools, including sponsors and operators”
- The council members will be appointed by the State Board of Education, and membership must include:
- Two members of the state board
- One member of the Ohio Department of Education who works directly with dropout prevention and recovery schools
- Seven individuals experienced with dropout prevention and recovery schools, including operators or sponsors
- The council is tasked with reviewing all existing rules and guidance facing this type of school
- The council members will be appointed by the State Board of Education, and membership must include:
- Ban the Department of Education from developing any additional rules or requirements for dropout prevention and recovery schools
