What does House Bill 63 do?​

HB 63 stipulates that, beginning in the next school year following the passage of the bill, every school in Ohio "shall provide classroom instruction on conflict resolution to students in grades K-12."

For the Department of Education:
  • Calls for the Department of Education to "compile a list of appropriate curricula and materials that districts and schools may use." 
  • Instructs the Department of Education to "make available to all districts and schools in-service training programs based on the conflict resolution instruction." These in-service hours will also count as professional development hours.

For all Ohio schools:
  • The "course of study" is left to be determined by each school. Curriculum must be "age-appropriate" and provide information on the following topics:
    • "Skills of conflict resolution, including methods of diffusing conflict situations and resolving differences amicably;
    • "The mediation process;
    • "Respect for and awareness of different cultures, beliefs, religions, races, gender identities, and sexual orientations, including empathy and compassion for others;
    • "Effective communication;
    • "Establishing and maintaining positive social relationships;
    • "Effectively managing emotions;
    • "Making responsible decisions;
    • "The correlation between conflict and violence, including gun violence."
