expands the age range of eligible students and the range of reading intervention supports that can be provided

What does House Bill 117 do?

Starting in the 2023-2024 school year: 
  • Third grade students will receive the designated reading testing only once during the school year
  • “No school district shall retain a student … based upon the student’s score on the assessment prescribed” by the Third Grade Reading Guarantee
  • Districts must continue to offer intervention and remediation services for any student reading below grade level in grades K-5
  • Districts must continue to offer “reading improvement and monitoring plans” for any student reading below grade level in grades K-5
  • Each school district must notify the parent or guardian of any student receiving services or a reading improvement plan​

The State Board of Education must:
  • Prescribe “educational standards that require the use of phonics in the teaching of reading” for grades K-5 (formerly only grades K-3 were included)
  • Provide in-service training for teachers of students in grades K-5 on the use of phonics in teaching reading

Chartered nonpublic schools now must provide reading intervention services for:
  • Any student in grades K-3 who has received remediation for two school years but still reads below grade level
  • Any student in grades 4-5 who reads below grade level
