What does House Bill 117 do?
Starting in the 2023-2024 school year:
The State Board of Education must:
Chartered nonpublic schools now must provide reading intervention services for:
- Third grade students will receive the designated reading testing only once during the school year
- “No school district shall retain a student … based upon the student’s score on the assessment prescribed” by the Third Grade Reading Guarantee
- Districts must continue to offer intervention and remediation services for any student reading below grade level in grades K-5
- Districts must continue to offer “reading improvement and monitoring plans” for any student reading below grade level in grades K-5
- Each school district must notify the parent or guardian of any student receiving services or a reading improvement plan
The State Board of Education must:
- Prescribe “educational standards that require the use of phonics in the teaching of reading” for grades K-5 (formerly only grades K-3 were included)
- Provide in-service training for teachers of students in grades K-5 on the use of phonics in teaching reading
Chartered nonpublic schools now must provide reading intervention services for:
- Any student in grades K-3 who has received remediation for two school years but still reads below grade level
- Any student in grades 4-5 who reads below grade level
