What is Lame Duck?
Lame duck is the period right after a general election and before the newly elected officials take office,
generally occurring mid-November through December. It is a high-stakes, fast-moving, unpredictable time in the Statehouse.
During this period, legislators are rushing to introduce, amend, or pass pending bills before the end of the current General Assembly, which expires at year-end. Because pending bills do not carry over from one General Assembly to the next, many deals are brokered behind closed doors, legislation is fast-tracked with little public input, and controversial bill language is attached to unrelated bills expected to pass. You can expect a flurry of committee meetings, hearings, and votes.
